I can't get a replacement cleaning tape loaded. I have the media settings in control panel to identify cleaning media as beginning with CLN.

I load a CLN005CU cleaning tape into the library door. It loads but is identified as a blank Ultrium-V4. Tried all the options, Import cleaning media, Discover cleaning media, etc, even though  auto discover is on. It goes into the default scratch pool, not the cleaning media pool.

    Sounds so simple, yet.....

For now you could delete the media once it is discovered. Right click the undiscovered media and discover cleaning media

That is possible.  Deleting and rediscovering the cleaning media via the GUI will usually correct this.
