What operating system is File Server Cluster (refer to this link for support http://documentation.commvault.com/commvault/v11/article?p=5041.htm)?

If it is Windows you can take advantage of a Smart Group Client which uses a commvault cluster plugin "GxClusPlugin" (http://documentation.commvault.com/commvault/v11/article?p=110040.htm).  The Windows Cluster will appear in Commvault as a "Microsoft Cluster Client Group".  The backup for the Windows cluster can also done a block level (http://documentation.commvault.com/commvault/v11/article?p=18527.htm), however there is nothing stopping you from doing a non-block level backup.  Then backup the Windows Cluster like it was any other client in Commvault.

The clients for the cluster should be setup on the groups\roles of the cluster and not the quorum as the qourum is backedup by the FS on the physical nodes.

In the event of a failover during a backup, the GxPlugIn service installed in the cluster will follow the group\role to the new active node and resume the backup within 20 minutes.
