Have you had success with recall for other users in the environment? What Service Pack/Feature Release are you on?
What version of CV are the stubs created under and which archiving agent was used? (Exchange Mailbox Archiver, Mailbox (Classic) with OnePass or V2 Mailbox Agent).
Also check the ClMgrS.log and DMRExRestore.log on the mailbox proxy here where the persistent recovery should be starting.
Is the persistent recovery operation on the proxy starting in JobManager?
If you can identify the stubs in Outlook, can you try to open with Outlook Add-in for your CV Version?
If the stub recall fails, try browsing for the data in the latest backup from which ever agent did the archiving and verify the data is browseable. If it is, try restoring from here and ensure that the restore completes.
